The text below is from the European Union’s official website Europarl and contains the European Parliament’s motion for a resolution:
“The European Parliament,
“A MOTION FOR A RESOLUTION
“Resolution on the environment, security and foreign policy
“Use of military resources for environmental purposes
“Considers HAARP (High Frequency Active Auroral Research Project) by virtue of its farreaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body before any further research and testing; regrets the repeated refusal of the United States Administration to send anyone in person to give evidence to the public hearing or any subsequent meeting held by its competent committee into the environmental and public risks connected with the high Frequency Active Auroral Research Project (HAARP) programme currently being funded in Alaska;
“military research is ongoing on environmental manipulation as a weapon
“HAARP – a weapons system which disrupts the climate
“On 5 February 1998 Parliament’s Subcommittee on Security and Disarmament held a hearing the subject of which included HAARP.
“Legal aspects of military activities
“Calls on the Commission, in collaboration with the governments of Sweden, Finland, Norway and the Russian Federation, to examine the environmental and public health implications of the HAARP programme for Arctic Europe and to report back to Parliament with its findings;
The European Parliament required the EU Commission to help setup an independent body to examine this low to high frequency weapon and also required the EU commission to work with the Russian Federation along with others to examine HAARP and report back. The EU Commission’s actions are referenced later on in this article but let’s get back to this EU document for now:
“HAARP (High Frequency Active Auroral Research Project) is run jointly by the US Air Force and Navy, in conjunction with the Geophysical Institute of the University of Alaska, Fairbanks. Similar experiments are also being conducted in Norway, probably in the Antarctic, as well as in the former Soviet Union. HAARP is a research project using a ground based apparatus, an array of antennae each powered by its own transmitter, to heat up portions of ionosphere with powerful radio beams. The energy generated heats up parts of the ionosphere; this results in holes in the ionosphere and produces artificial ‘lenses’.
“HAARP can be used for many purposes. Enormous quantities of energy can be controlled by manipulating the electrical characteristics of the atmosphere. HAARP can deliver millions of times more energy to a given area than any other conventional transmitter.
“The project would also allow better communications with submarines and manipulation of global weather patterns, but it is also possible to do the reverse, to disrupt communications.
The non-military HAARP work done by the Geophysical Institute of the University of Alaska is published and released. We will aslo look at some of that data later. Back to the EU document:
“Another application is earth-penetrating, tomography, x-raying the earth several kilometres deep, to detect oil and gas fields, or underground military facilities. Over-the-horizon radar is another application, looking round the curvature of the earth for in-coming objects.
“HAARP could result in changes in weather patterns. It could also influence whole ecosystems, especially in the sensitive Antarctic regions.
“The environmental impact and the ethical aspect must be closely examined before any further research and testing takes place. HAARP is a project of which the public is almost completely unaware, and this needs to be remedied.
“HAARP has links with 50 years of intensive space research for military purposes
“We have to beat down the wall of secrecy around military research”
Let’s jump back to the 1998 EU Security hearing on HAARP. The EU’s press archives from 09/02/2008 state the following:
“The HAARP project
“Electromagnetic waves can cause earthquakes or tidal waves. Mr SPENCER pointed out that, under international conventions, any actions leading to climate change were prohibited.”
The ionosphere like a lens redirects HAARP’s enormous amounts of energy and when pointed back down to penetrate the earth effects the rock-bed, which given a short amount of time (at maximum no more than a few days) has proven in laboratory experiments to build up vibrations and cause rocks to shift. Rock-beds shifting or sliding in the earth causes earthquakes. People seriously concerned about ionosphere, atmosphere, and climate change should look more deeply into HAARP’s other applications.
As EU representative Mr Spencer pointed out there are old treaties on such weapons. In the European Parliament’s motion for a resolution document it mentions the following, “A series of international treaties and conventions (the Convention on the prohibition of military or any other hostile use of environmental modification techniques, the Antarctic Treaty […] the UN Convention on the Law of the Sea) […] The Antarctic Treaty lays down that the Antarctic may be used exclusively for peaceful purposes.” Although government treaties are signed and published on weather modification the general public are in the dark on these issues. These treaties do not prohibit the use of environmental weapons in any regions a military has jurisdiction over or for uses that can go under the spectrum called peaceful purposes (which can also mean ‘tests’). Seemingly unrelated treaties that give other governments airspace jurisdiction in new regions, such as the UN’s Open Skies treaty, can allow military tests to take place legally. Some tests are made public while tests of national security are confidential. The U.S. military has and does work with other nation’s militaries and the HAARP electromagnetic facility in Alaska can be used in conjunction with other militaries’ electromagnetic facilities.
Carnegie Endowment lists The United Nations 1977 ENMOD treaty on weather modification. Here is a paragraph from that UN treaty:
“Understanding Relating to Article II
“It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere.”
The European Parliament motion for a resolution on HAARP took place on January 14, 1999. In 2004 MEP, Paul Lannoye, asked the following question to the EU Commission (using the EU’s online question/answer program):
“In paragraph 26, Parliament called on the Commission to examine the possible environmental and public health implications of the HAARP programme for Arctic Europe and to report back to Parliament with its findings. Five years later, I am not aware of the existence of any such report.
“Would the Commission explain what initiatives have been taken regarding this affair?”
The MEP’s EU Commission never answered his question. However, the EU have a journal that is released every single working day. There are thousands of these published. MEPs are not given enough time to read all the legislation going through the EU let alone have time to read every EU Journal printed every working day. A year earlier one paragraph in one of the thousands of EU Journals answered that question. Keep in mind that the EU has a long history of setting-up investigational bodies in all ranges of fields and praising those bodies’ paid experts, that HAARP is so important with regards to changing the climate, and how the EU harp on about CO2 taxes to combat extreme climate changes. As printed in the Official Journal of the European Union here is the action the EU Commission decided to take on HAARP, four years after the European parliament voted to adopt the resolution by 127 votes in favour to 21 against:
“Official Journal of the European Union
“Answer given by Mrs Wallström on behalf of the Commission
“(3 July 2003)
“The High frequency Active Auroral Research Programme (HAARP) for Arctic Europe is a military programme. The Commission has no competence, nor indeed the expertise, to carry out the examination requested by the Parliament in paragraph 26 of its Resolution.”
Even setting up a group just to investigate from the outside and publish reports, even if whitewashed, would raise public awareness of the weapon which of course would be negative for the United States who has a “special relationship” with the European Union. The other reason the EU Commission stated for the EU not looking at the environmental and public health implications of this weapon is because it’s a “military programme”. The EU Commission are telling the truth on that account, legally parliaments/congress are not allowed to examine what branches of their own government, that go under the umbrella called national security, are currently doing in confidence (and the public don’t get to choose who runs national security governance). The United States “Iran-Contra Affair”, which is listed in all encyclopaedias for at least the past 16 years, shows a clear incident of this which was somehow exposed so much that it could not be suppressed and court proceedings took place (unfortunately for the National Security Council and others involved). Normally confidential documents are declassified decades later when all participants are dead, which means no one can be charged and brought to court, unlike what happened with the “Iran-Contra Affair” when it was exposed, and by the time it’s declassified nobody cares (“that was in the old corrupt days”). It’s defiantly worth getting out the old dusty encyclopaedia, even for an overview.
Hugo Chavez recently made comments about HAARP. Chavez is the socialist president of Venezuela called by some a democratically elected dictator, by others another “man of the people” forcing the way he sees best, setting up public schools for all children (but forbidding government-free home schooling) and other things. Doing good or not Chavez is still a dictator in the terms of eliminating freedom of choice in important daily life matters. Anyway here is what he said about HAARP, later we’ll see if there is any substance to it or if it’s just politically motivated, this is from Press TV (Iranian International News Network):
“Chavez says US ‘weapon’ caused Haiti quake
Thu, 21 Jan 2010 09:55:24 GMT
“President Chavez said the US was “playing God” by testing devices capable of creating eco-type catastrophes, the Spanish newspaper ABC quoted him as saying.
“Chavez said the killer earthquake followed a test of ‘weapon of earthquakes’
“Venezuelan media have reported that the earthquake ‘may be associated with the project called HAARP, a system that can generate violent and unexpected changes in climate.'”
Like the EU Chavez knows about HAARP, but were branches of the U.S. prepared for a natural disaster to strike Haiti on Tuesday the 12th of January? A reliable source of information, reliable on what the U.S. government say they are doing, is from a publishing company that provides reading material to congress and the Federal government. On the 15th of January 2010 “NextGov – Technology and the business of government” published the following paragraph in one of their articles:
“On Monday, Jean Demay, DISA’s technical manager for the agency’s Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane. After the earthquake hit on Tuesday, Demay said SOUTHCOM decided to go live with the system.”
The U.S. Southern Command were all set to travel to Haiti for a natural disaster scenario when a natural disaster hit. Odds greater than a psychopathic husband getting life insurance on his wife and right after it’s approved she dies in an accident. The general public, who don’t know of the very existence of HAARP, such a connection would not occur. For anyone who knows and cares to check, the Geophysical Institute of the University of Alaska has a HAARP monitoring system which shows when electric currents are in the ionosphere and at what levels. The HAARP Induction Monitor shows another “just happened to be” connection. It shows at 4pm UTC (which is the same time as London) on Sunday January 10th the electrical currents in the ionosphere jumped a massive amount, remained throughout Monday at this high level, continued on Tuesday at the same high level for 15 hours and ceded just less than seven hours before the earthquake was unleashed upon the surface of Haiti’s heavily populated capital. Certainly that would confirm Venezuela’s government information that the earthquake followed a U.S. HAARP test.
The Air Force Times, part of the The Military Times Media Group, published (text below) that it just happened to be that 7 United States Southern Command members arrived in Haiti on January 12th the very day of the Earthquake and 6 of them survived who just happened to be standing outside the hotel when it collapsed. The one who got trapped inside the hotel was normally just a desk officer for Southern Command headquarters in Miami, formerly a pilot. He should have been standing outside on the street with the other SOUTHCOM members but he decided to send his wife a quick email and got caught in the collapse. Here is the text from The Air Force Times:
“Bourland, 37, had flown into Haiti from the Dominican Republic the morning of the earthquake with Lt. Gen. Ken Keen, deputy director of U.S. Southern Command. He sent his wife an e-mail with “Wow Haiti” in the subject line just minutes before the earthquake hit
“The airman, whose name Peggy Bourland couldn’t remember, was one of the five other members of U.S. Southern Command traveling with Keen and Bourland. All five, also staying in the hotel, escaped. Keen, outside the hotel at the time of the earthquake, is now overseeing U.S. military aid as commander of Joint Task Force Haiti.”
SOUTHCOM had ships prepared and their personnel were told they were going to Haiti for natural disaster training when the command informed them a real natural disaster hit Haiti, the United States SOUTHCOM including it’s deputy director who is now overseeing the military arrived in Haiti on the day of the earthquake, the United Nations in 1977 stated earthquakes can be created by militaries, the EU stated HAARP can create earthquakes, the Venezuelan government said the U.S. used an environmental weapon before the earthquake, and the ionosphere was full of massive amounts of electrical currents right before the earthquake hit as measured by the HAARP monitor. Would the military branches of the U.S. be shy to kill poor Haitians resulting from a HAARP earthquake? If Iraq or Vietnam is anything to go by that answer would have to be no. Over one and a half million citizens have died in Iraq because of the United States invasion. The death toll in Haiti is not that high, but so far over 150 thousand have died. SOUTHCOM and other branches of the United States government now have real hands on experience for their scheduled Haiti test. As the European Parliament put it about HAARP in the 1999 EU document:
“The armed forces endeavour to prepare themselves in peace time for operations in war in as realistic conditions as possible. They therefore carry out their exercises under warlike conditions, which involves subjecting the environment to great stress.”
Haiti, located in North America, is a member state of the Caribbean Community and Common Market (CARICOM) which has U.S. Caribbean territory Puerto Rico as a participant. The United States have no qualms of entering poor Haiti’s jurisdiction, it’s not the first time the United States military have been there. In 1915 the United States invaded Haiti and began a military occupation. The occupation was resented by the Haitians and it was not until 19 years later (1934) that the last U.S. marines left, lets hope it’s sooner this time around and not another Afghanistan or should I say another Haiti.
